Continuing Education Courses
California resident licensees must meet the continuing education requirements stated in California Insurance Code sections 1749.3 to 1749.6. This link provides the education provider and the licensee with a list of the available education courses, Education Provider and Course Search.
Long-Term Care Outline (PDF)
For California resident accident and health agents who sell long term care, California Insurance Code section 10234.93(4) states, in part, that this requirement shall be part of, and not in addition to, the California resident licensee's continuing education requirements in Cal. Ins. Code section 1749.3. The Mandatory Eight-Hour Long Term Care Outline noted below lists the topics that must be addressed as part of all eight-hour long term care insurance courses.

2025 Life Insurance Policies Four-Hour Course
California Insurance Code section 1749.81(a) requires life agents, licensed on or after January 1, 2024, who engage in the sale of specified life insurance policies on or after January 1, 2025, to complete a four hour life insurance training course before soliciting consumers to sell these life insurance policies (California resident or non-resident). This requirement shall be part of, and not in addition to, the California resident licensee's continuing education requirement.

Ethics Training Guidelines
California Insurance Code section 1749.3 requires that Life agent, and/or Accident and Health or Sickness agent, Property broker agent, and/or Casualty broker agent to complete three hours of ethics training during their two-year license term. Personal Lines (Cal. Ins. Code section 1749.31), Limited Lines Automobile Insurance Agents (Cal. Ins. Code section 1749.32), Independent Insurance Adjusters (Cal. Ins. Code section 14090.1), and Public Adjusters (Cal. Ins. Code section 15059.1) are also required to complete three hours of ethics training during each two-year license term. The training will be part of, not in addition to, the California resident agent's current continuing education requirements.
Effective March 1, 2023, California Insurance Code sections 1749, 1749.3, 1749.31, 1749.32, and 1749.33 requires Education Providers (Providers) to incorporate one hour of study on insurance fraud into their 12-hour ethics prelicensing education and their three-hour ethics training courses (Senate Bill 1242, Committee on Insurance, Chapter 424, Statutes of 2022).

Workers' Compensation
On or before July 1, all insurers are to certify annually to the Commissioner that they have met the minimum standards of training and/or experience stated in the Workers' Compensation Claims Adjuster Regulations for all claims adjusters and medical bill reviewers.

24-Hour Care Coverage Continuing Education
Pursuant to California Insurance Code section 1749.33(d), any Accident and Health or Sickness agent who wishes to sell 24-hour care coverage, as defined in California Insurance Code section 1749.02, shall complete a course, program of instruction, or seminar of an approved continuing education provider on workers' compensation and general principles of employer liability, which shall be completed by examination approved by the Commissioner as part of the continuing education course, program of instruction, or seminar prior to selling this coverage. The required number of instruction hours shall be equal to but no greater than that required by the curriculum board for the pre-licensing requirements of a property broker-agent and casualty broker-agent on these subjects. For resident licensees, this requirement shall count toward the licensee's continuing education requirement, but may still result in completing more than the minimum number of continuing education hours set forth in this section. Nothing in this section shall be deemed to allow an accident and health agent to satisfy the obligations set forth in this section by other than a proctored examination administered or approved by the California Department of Insurance.

Homeowners' Insurance Valuation
California Insurance Code section 1749.85(a) requires Property Broker-Agents, Casualty Broker-Agents and Personal Lines Broker-Agents to complete training in the proper methods of estimating the replacement value of structures. This requirement shall be part of, and not in addition to, the California resident licensee's continuing education requirement.

Business Management Practices, Course Development and Review Guidelines
Commercial Earthquake Risk Management
The purpose of this course is to ensure that insurance agents and brokers have access to approved training on the complex issues of commercial earthquake insurance and mitigation and are qualified to fully assist their clients in managing their earthquake risk. There is no mandate to offer commercial earthquake insurance in California, and no requirement for agents and brokers to actually discuss earthquake insurance with their commercial clients.
