Biography
 Julia Svetlana Juarez joined the California Department of Insurance when she was appointed by Insurance Commissioner Ricardo Lara to the position of Director of Community Outreach within the Community Education and Outreach Branch on January 7, 2019. In that capacity she worked closely with Insurance Commissioner Ricardo Lara to execute his vision of safeguarding every Californian. Throughout 2019, Julia led the Department’s efforts to meet with thousands of consumers who have seen their insurance dropped due to the state’s unprecedented wildfires. With devastating wildfires affecting California’s insurance consumers and businesses and driving consumers’ growing requests for assistance, the Department realigned its structure to expand community outreach and education of our insurance consumers -- two critical and growing priorities in California’s current and future climate. In January 2020, Insurance Commissioner Ricardo Lara appointed Julia to the position of Deputy Commissioner for the newly reorganized Community Relations and Outreach Branch. In her current role, Julia provides expert oversight for constituent outreach with federal, state, and local elected district offices and leads the Department’s expanded efforts to assist wildfire survivors, local governments, small businesses, and consumers in accessing the Department’s many services. Prior to working for the Department, she was District Director for Senator Ricardo Lara, Press Secretary for Speaker Emeritus Fabian Núñez and Director for the Southern California Region of the Hispanic Scholarship Fund, where she raised more than $2 million new funds for scholarships for local students pursuing a higher education. She has over 23 years of public and private sector outreach, education, and management experience. Julia's community service also includes serving as a board member of the Lynwood Partners Educational Foundation where she helps to raise funds for college scholarships. She is a member of the Grant Committee of the Vernon CommUNITY Fund where she helps to disseminate funds to local nonprofit organizations in the neighboring communities of the City of Vernon. Julia holds a Bachelor of Arts degrees in English Literature and Political Science from Point Loma Nazarene University as well as a Master’s Degree in Leadership and Organizational Studies from Azusa Pacific University.
