Lucy Wang
Biography
 Prior to joining the Department, Lucy Wang served as a Deputy Attorney General with the California Attorney General’s Office for nearly 14 years, where she served as the lead attorney on a diverse range of CDI-related litigation matters for several years. Lucy’s more than 24 years of experience in the practice of law, especially in the area of complex commercial insurance litigation, has earned her an established reputation and respect by many Department colleagues and staff, and beyond. Furthermore, her extensive experience in handling some of the most complex and high-dollar amount cases during her tenure at the Attorney General’s Office, in developing litigation and settlement strategy, and providing general legal counsel to department leaders are additional areas that are critical for the success of the Department. Lucy joined the California Department of Insurance (CDI) in July 2021 as the Deputy General Counsel of the Litigation Division in the Legal Branch. In this role, she headed the Department’s civil and administrative litigation bureaus and immediately brought her tremendous litigation acumen, big-picture thinking, and management skills to add focus and continued success to this crucial role. Her successes included guiding Department litigation matters to closure, and collaborating and working within the Department in leading the investigatory hearing of the California FAIR Plan in 2022. Lucy also re-invigorated the structure of the Litigation Division to meet the Department’s growing legal needs by providing promotional opportunities for our senior attorneys and a plan to attract junior attorneys for succession planning. In November 2022, Insurance Commissioner Lara appointed Lucy to the position of Special Counsel and Deputy Commissioner over the Special Counsel Branch. In her role as Special Counsel and Deputy Commissioner, Lucy provides independent legal advice directly to the Insurance Commissioner, handles various special projects and Commissioner initiatives, advises the Commissioner concerning administrative litigation matters presented for a decision, oversees the Department’s rulemaking projects, and manages the Department’s participation and interaction with the National Association of Insurance Commissioners (NAIC). Lucy earned a Bachelor of Arts Degree from the University of California at Los Angeles and a Doctor of Law Degree from Santa Clara University School of Law. The Special Counsel Branch consists of:
