Language Assistance Program (LAP) Report to the California Legislature
California Insurance Code Sections 10133.8 to 10133.11, along with California Code of Regulations Sections 2538.1-2538.8, require that limited-English proficient (LEP) and non-English speaking health consumers be provided with appropriate notices of language assistance, translation of vital documents, and meaningful access to interpreters when accessing their healthcare.
This Department is required to report to the California Legislature every two years on health insurer compliance with the regulations.
